I recently purchased a new computer (windows 10). On my old computer, I used the HP Solution Center quite a bit with my HP Photosmart 3310 printer. When I try to load the software on the new computer, I get the Install screen, that says: Select Install to begin installing your new HP device. But the only option is Exit. There isn't an install button. I've been hunting for this for hours with no luck. Is there an install that works, or am I just out of luck.

Hi,
From Devices and Printers right click the printer and select Remove Device, then unplug the USB if it is still attached.
Next download and install the software below and check for any difference:

I ran both the links that you provided. During the first install, it could not connect to my printer (even though I have it setup on the wireless and I'm able to print, and I also connected it via USB). So, I skipped the device setup and moved on to the print and scan doctor.
When I run the print and scan doctor, I got a message that a later version of the software is available. Should I be saying yes to install that? If I skip that, I get a Select an action. I selected to Fix Printing, but it said nothing was wrong.
When I run the HP Solution Center, it says that it cannot run because your device installaion is not complete. When I run the Add a Device shortcut, it can't find my printer (USB or wireless).
Still stuck. Another 2 hours down the tubes, since I unistalled and re-installed to make sure I had clear steps.

I have the same problem (brand new Windows 10 machine trying to connect to a perfectly functional Photosmart 3310 printer). I found this thread, and I have downloaded and installed the driver from the link provided above. However, there is no option with this driver installation to operate the printer wirelessly. Any advice on that?

I also have this issue. It was working. Windows10 simply decided not to recognize my printer and 2 usb sticks anymore. doesn't matter what port i put them in, whether direct or through a hub. Tried the fix above. I have the software installed but can't complete the install because Windows says USB device failed.
Side note - other usb sticks work fine in the same port where the printer and another usb sticks work fine.

My HP Solution Centre kept saying it needed TrayApp.msi. So I found it, and copied it into half a dozen folders but HP wasn't satisfied.
The default printer driver is now given as HP3100 instead of 3310. No way to change it on the screen.
I followed the solution above and uninstalled my printer, with trepidation. Of course, there was an error installing the solution driver. It downloaded Windows 8 but I have Windows 10. At least HP thanked me nicely for forwarding the error log.
I tried printing (with fingers crossed) and got a note: "We're sorry. OneNote is cleaning up from the last time it was open. Please wait." Can't get rid of it. 'Cancel' doesn't work.
I've never used OneNote so that's going to take some time. Meanwhile the business is going down the gurgler.
Somebody is cleaning up but it isn't me.
Wonder what I'll be able to download now that will get my printer working.
