@RR-1955, Welcome to the HP Support Community! I’m here to help.
HP Print and Scan Doctor is a diagnostics tool. What is the issue with the printer?
Make sure you are logged in as an administrator on the computer. Check for any pending Windows updates and restart it.
Reinstall the app - Click here to download the file. Once downloaded, make sure to run the file to start the installation and click on 'Fix printing'.

Thanks for your answer.
But I did al of your solution and also open the program with "run as administrator".
Nothing helps, HP P&S won't show me any screen, just rotating circle (my mouse pointer) for a few seconds.

This tool is not required to be able to print or scan from the computer. If you still have issues, please reach out to the HP Technical Support team in your region for further assistance.
You may create a case on the website to obtain a case number if required. Kindly watch this video to know how.

Thank you again for your answer.
I know how to use Print & Scan Doctor.
But' my problem is it keep crash instead of open.
HP Support keep directing me to this forum.
I need an answer how to solve HP Print & Scan Doctor from crashing, from someone that know how to fix it.

It seems like the product you are using is out of warranty and hence you are not able to reach the HP Support team.
You may have to wait until an update is released for the app from HP or you may pay for the support.
