If that does not work, you will need to find a copy of the last PCL5 Universal Printer driver. I would also suggest that you try the HP Smart UPD driver, but it is not officially listed as supported, but I have had success with that. One thing to keep in mind is that Windows 11 as shipped does not detect USB printers all the time.
