How do i turn off cartridge protection so i can use off brand cartridges.  Thank you

I'm frustrated with my printer but recently found the answer to your question. This only worked on my laptop. I couldn't find this on the HP app. Find the IP address of your printer. Type it in a web browser. Your printer should come up. You'll have several dropdown options. Choose Tools. Under Product Information, you'll see Supply Settings. Click on that. You should then see Cartridge Protection. Make sure it's set to Off and then hit Apply at the bottom of the page. 

For reference, I have a HP Envy Photo 7800 All In One Printer. The screen said that I did it successfully, but my printer still wouldn't recognize the off brand cartridge, even after turning it off and on again and reinstalling the cartridge. Hopefully you'll have better luck.

Cartridge protection has nothing to do with using non-original cartridges.

Preventing using non-original cartridges is embedded in the printer's firmware, 

 

Cartridge protection protects the cartridge from being used in a different printer. Let's say a company has HP printers and they can use HP cartridge protection so they can prevent their employees from taking out a company cartridge and taking it home to use it.
