I have a problem and a question.
My problem is that HP Smart always says my paper is low even when the tray is full.
This problem leads to my question: I am enrolled in HP Instant Ink and am considering including the paper supply option but I don't know if I should because I've read that HP monitors paper consumption and sends more when needed. Will the fact that HP Smart always says that paper is low affect HP's ability to determine how much paper I use or is it measured by the number of actual sheets printed?

I see that you are facing connectivity issues with HP Printer.
I suggest you reinstall the driver and connect the printer to check if that fixes the issue.
You can follow the steps under this link to uninstall.
Furthermore, you can reinstall using HP Smart App from this link.
