I suddenly lost access to my printer via my 64 bit PC, Cannot find HP Smart anywhere even though MS Store says I own it and returns 'Try again' when I try to re-download. Try to delete ENVY 7855 software and get 'Call to DriverPackageUninstall returned error'. SO, I cannot delete Software or HP Smart. Have HP Smart installed on iPhone an a second PC in Network and they work fine so it seems something corrupted my 64 bit and I'm at a loss how to fix. HELP PLEASE !

The issue with HP Smart uninstall / install is likely something tangled up in Windows - and /or possibly the Windows Store needs to be reset.
The way it's supposed to work:
Problems with HP Smart Windows App?
Can’t log into HP Smart using your HP Account?
- Make sure you are running the latest (newest) app version.
- Make sure your Windows Updates in current and installed.
- Try reloading the HP Smart Application:
Uninstall HP Smart > Restart the computer and log in > Install the application from the Microsoft Store
Settings > Apps > Apps and Features
Search or scroll down and find HP Smart
Left-Click on the item > Uninstall
Restart the computer and log in
"Get" a new copy of the Application from the Microsoft Store

The issue with the odd DriverPackageUninstall is a permission error.

Thanks Dragon-Fur. I contacted HP Support and they took over my PC an tried lots of things to solve the DriverPackageUpdate issue. Ultimately, I think they made things worse with so solution. I recently tried the HP fix you pointed out with the Takedown code in CMD Prompt. Now, before the DriverPackageUpdate error I get a message: Failed to read ini file:C:\ProgramData\HP\HP ENVY Photo 7800 Series\{ADB80840-62D9-4194-B630-BEA7154DC57D}.ini
As I previously stated. The failure to uninstall happened suddenly and I don't know why. No signs of virus or Malware. Also and coincidentally I lost all ability to delete HP Smart App (No sign of App icon anywhere ?). And when I go back to Microsoft Store to redownload app it indicates I own the App and all I get is a constant 'Try again later' message. I have tried every online solution I can find for both problems and cannot resolve them. This only occurs on my 64 bit HP notebook. My 32 bit notebook 'sees' the HP Smart app just fine and works fine with my ENVY 7855 as does my iPhone 11. I am at a total loss how to remove printer software and restore HP Smart app on my 64 bit notebook. I need a Wizard to help

You are welcome.
I don't have a solution for HP Smart. We don't have much control over applications and how they interact with the OS.
It appears that the application is tangled in the Windows Operating System (file system).
Reloading Windows would fix it - no one likes to hear that, of course.

Error 5 now devolved into something else...

You could try forcing the full feature software out of the system using Revo.
Uninstall Existing Printer Software (Full Feature Software)
Control Panel > icon view > Programs and Features >
Find / Select > Uninstall the printer software
If software will not uninstall, appears to be removed and it “still hanging around” after you uninstall / Restart...
Microsoft: Fix problems that block programs from being installed or removed
OR
Revo Uninstaller (Free version)
I hope you find something that works.
If not and you are willing to do so, reloading Windows fixes almost everything that breaks due to the File System getting tangled.
If I think of something else (wizardry), I'll post back.
