Product: HP OfficeJet Pro 9015 All-in-One Printer
Operating System: macOS 12.0 Monterey

HP Smart app just stopped working on my Mac and just spins continuously. I have uninstalled and reinstalled with no luck.

HP Recommended

Uninstall HP Smart.
Install all the available Windows updates. 
try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware.
Reinstall HP Smart from APP store.
