I have an HP MFP M140w laserjet printer {note it is the w version not the we version}. In setting it up I inadvertently gave details for installing the HP Smart app which i do not want. However when the terms and conditions page came up I did not accept them. Does that mean that the HP Smart app is therefore not installed on my printer?

Easy to check whether an application is installed.
Windows 10 -
Settings > Apps > Apps and Features
Windows 11 -
Settings > Apps > Installed Apps
Check the list -- if HP Smart is listed, it is installed.
If the app is installed and you don't want it on the system, the app can be uninstalled.
If / After you uninstall the application, Restart your computer and log in.
Sample - Windows 11 -
Note >> The Windows 10 menu is similar except for the path to the application list
