Copied from another question- I am having the exact same issue.  My printer was working fine, then I put in new ink cartridges from HP Instant Ink and it quit working.  I can't get it to register, I can't get it back onto Instant Ink... I am super frustrated.  When I go to add a new printer in the HP Smart app, it shows my printer is online, but then it won't register....

I'm pretty much at my wit's end with this problem. I get an error code saying my printer can not register, and I've followed all the advice on the HP site that I can. The error code is OW_4XX_OWSW00001. I've tried registering it thru the windows app and the android app. I've tried updating the firmware. I've tried hiding it and then re-registering it. I even installed that stupid HP Scan doctor and that didn't work. Because it was the same thing as working with it from the settings in HP App. Now idk how to get rid of Scan Doctor, my printer still isn't registered, and I've resorted to asking a community of people to help fix a problem that I should be able to talk to an HP representative about. If someone from HP answers this, I want to let you know I'm thoroughly unhappy with your product and your app. And if there was a way I could get a refund for it I would. I just want to use my printer. Any help is appreciated.
