I am currently running Windows 11 on my computer, I was able to add my printer through devices and printers through control panel, but my main issue is I'm trying to set up the printer using the HP Smart App,
The steps I take is I go to log in through the HP Smart App
After I am Logged in, I select on Add Printer
And then it comes to the following screen and just hangs here.
I have selected on "Location Services" which are enabled by default but nothing moves beyond this point.
However I was able to get the printer configured through my mobile device as well through HP Smart.

It might be worth (re)checking your settings ...
For example...
- If using, your VPN should be shut OFF
- Every device (computer(s) and / or mobile) where HP Smart is installed should be running the latest version of the HP Smart application available for that device platform (Operating System / Version).
- The printer and the device (computer) are running on the same network.
- Consider how many devices are connected to the printer at one time. Limit = 3
Number of Simultaneous Users (local + network) 1-3 Users - Your computer should running on a Private Network
- Network discovery is switched ON
- File and printer sharing is switched ON
Example
Settings > Network & internet > Advanced network settings > Advanced sharing settings

What else?
There is a Full Driver printer software for this printer and your Windows 11 machine --
If not done, install the full driver > Restart the computer and log in.
The full driver can be important later -
AND
Installing the full driver might clear the way to help HP Smart install.

Printer Software
If you have not yet done so, (re)install the Full Feature Software / full driver printer software.
HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver generally adds at one, possibly least one, possibly two shortcuts to the Desktop: Printer Assistant, HP Scan Assistant, and/or HP Scan.
NOTES:
HP Scan is not installed if the printer does not support Scan.
The Printer Assistant is not installed if the type of full driver software does not support it.
If the printer model includes built-in Fax hardware, Fax software is installed to support the setup and use of the Fax driver.
No Sign-in required to use full driver printer software.
Reinstalling?
- Uninstall existing full driver printer software from Programs and Features.
Reference: Uninstall HP printer software and drivers / HP Smart
- If your printer software includes a separate "Help" segment in Programs and Features, uninstall that, too.
- Restart the computer and log in.
- If the printer is connected to the computer using a printer USB cable, remove / disconnect the cable before loading the software.

HP Easy Start Printer Setup Software – Offline Use Only
In general, the web pack should load -
Download package > Save > Right-Click on the installation Package > Run as Administrator
If / When asked, opt for the Full Driver / Full Software to be installed.
Using USB? (Re)Connect when instructed to do so.
After the software is installed, Restart the computer and sign in.

Shortcuts on the Desktop
The installation of the full driver generally adds at least one or more shortcuts to the Desktop.
Note: Printer Assistant, HP Scan Assistant, and HP Scan are dependent on printer model and supported software options.
- Printer Assistant – Where still supported as part of the full driver printer software
- HP Scan – Shortcut on Desktop named for the printer model
OR
- HP Scan Assistant – For those printers that no longer provide the Printer Assistant
- HP Scan - Shortcut named for itself
AND / OR
- When installed, HP Universal Scan software adds a separate self-named “HP Scan” shortcut
- NOTE >> If you install the full driver printer software, installing HP Universal Scan as a standalone software from category Software & Drivers is not necessary. The system will allow you to install both.
Printer Assistant shortcut > Tab Scan > Manage Scan to Computer > Enable

The app is available in the Microsoft Store

NOTES:

- If using VPN >>Disconnect from Virtual Private Network (VPN) connection before downloading.
- Turn on Wi-Fi on your computer or mobile device and connect to your network. If the computer is connected to the network with an Ethernet cable, temporarily disconnect the cable and use the Wi-Fi connection during the setup.

- HP Smart requires that you sign into the application using your HP Account credentials.
- When working through a Browser to access HP Smart, be sure you have Cookies enabled. If cookies are enabled and you are having trouble, clear Cache and Cookies. And / Or … Try a different Browser – assign that Browser as the Default. (Note: Chrome not working? Use / Assign a different default Browser.)
- Where possible, HP Smart benefits (likes) having the Full Feature Software / full driver printer software installed. For example, full driver provides access to Shortcuts and Printing Preferences.
- “Share” to email – Before using Share, add your sender email address to the standard Windows mail application > New Outlook.

I am not currently using a VPN of any kind!
I only have one computer running HP Smart
The Printer is on the same network as my PC
I am currently set up on a private network with file and printer sharing configured..
The full driver software doesn't work, I'm able to get to a point where its able to locate the printer on the network and then just sits a white screen and does nothing.

I don't know --
In general, the printer software does not have to connect to the printer until the software is installed.
There is perhaps something (setting, situation on the computer) blocking both the app and the software.

How (why?) did you add the printer to Devices & printers?
The reason(s) might not matter --
Regardless -- and unless adding and then losing control of the printer is systematic of a deeper problem in the OS --
Consider one or more of the following...
If not done,
- Make sure your Windows Updates are current and fully installed -- "Pending" updates and those waiting for a computer Restart can foul other tasks.
- Consider assigning a static / manual IP address for the printer and other devices.
- A static / manual IP address environment can stabilize the network.
If your router supports it -
- Consider: create separate SSID named networks for each frequency (2.4Ghz / 5GHz).

and
- Consider changing the printer connection (on the computer) to TCP/IP
and
On the Windows 11 machine --
- Remove the printer from where it is "added" in the Control Panel and related locations.
- After all the lurking bits are removed, Restart the computer and sign in
- If willing, consider Restarting the printer.
- Try again to install the full driver

Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Network > Wired (802.3) > IPv4 Configuration
Wireless
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Network > Wireless (802.11) > IPv4 Configuration
As Available:
Tab Network > Wireless (802.11) > Advanced
Network Interface on / off, Network SSID name, Security Settings, Passphrase / Password
Select and connect to the correct SSID / network name for the bandwidth you are using.
Note: It is not mandatory that you use a manual / static IP address. Doing so can improve stability.

TCP/IP can resolve odd connection, scanning, and installation problems.
Create / Switch to a TCP/IP Port to facilitate communication and prevent ‘offline’ issues
Find the printer's IPv4 address
Print a Configuration Page

Tap on the wireless icon on the Front panel of your Printer to get the IP address
Next,
Windows 11
Settings > Bluetooth & devices > Printers & scanners > Select Printer > Printer Properties
OR (older versions of Windows)
Control Panel > icon view > Devices and Printers > Right-Click the printer > Left-Click Printer Properties
Tab Ports
Click Add Port
Select Standard TCP/IP Port
Select New Port and follow the instructions
Type in the correct IP address for the printer
