This is a link to my work around if your primary use of Solution Center is for scanning.

It does not require, reinstalling the drivers, or flash player. It uses the existing installed HP scanning software. Fairly simple procedure but feel free to message me if you need help.

Solution works very well.  Had a minor issue when creating the shortcut in that during a cut and paste, an extra set of quotation marks (") were inserted.  Once removed, all worked well.  So pay particular attention to the finer details of what the command line should look like.
