While reading the setup guide, it said I was supposed to be able to control the services from the application management tab. Yet I cannot even seem to tell Web Jetadmin it is installed. The Discover process always returns 0 installations found, and the Quick Discover does the same.
It does not matter if I use the DNS name, IP address, or WS discovery, it won't find it. I turned off Windows firewall, and I even signed into to system locally to access WJA, but still it cannot find itself.
Plus my searches on the web find nothing resembling this issue.

On my installation I see this on application management.
I believe the management and discovery refers to secondary installations, where the intent is cluster a couple of installations together to share data or manage multiple sites from the same console.

I did see the user security roles, and added myself there. There was no change in the result however. Not even after closing and restarting the application.
I'm not sure. If managing multiple installs of WJA were the only use of this tab, I don't think the Installation and Setup Guide would not include "From the Application Management navigation pane, select Overview. " as a general step.

So when you click overview you see nothing like this picture?

I have dug into this a little further. I deleted all the tasks showing in application Management-overview and then had basically the same view as you had, with no tasks showing. I admit it took me a bit to figure this out, but if you right click anywhere in window for application management-overview it opens a window that allows you to select what tasks appear in the overview. I readily admit that clicking on the blank spot is not entirely intuitive. You click on the add task module and then select you want to view.
