According to the documentation, the printer appears to support the necessary network bits to create a working HP App environment for this printer.

True -- "ought" does not always equal "does" (or will).

-- What about? --

Neither HP Smart nor its replacement, HP App, are suitable for a USB-only environment.  Should the app even work, many of the app's features will be missing or curtailed.  At the least, consider using Wi-Fi Direct (explained later in this message).

-- What if? --

HP App is not necessary to use your printer -- it's nice, but it is not mandatory that you used it.

Should it be necessary (or desired), you can fall back to using the full driver and traditional tools available in your Windows 11 environment.

-- Network -- What does the printer support? --

Connectivity (facet)	Apple AirPrint™; HP ePrint; Mopria™; Wireless (Wi-Fi®); Wireless direct printing
Connectivity, Std	1 USB 2.0 client ; 1 Wi-Fi 802.11b/g/n, dual band wifi 2.4/5Ghz, BLE

The printer is (potentially) ten years old.

I'd not trust the "dual band" connection claim -- early days "dual band" was not always a thing in practice.

If not being done, consider connecting the printer to your router's SSID named network for 2.4GHz.  A bit slower and stable is better than faster and perhaps flaky.  Add, too, an assigned (static / manual) IP address for the printer on both the router and printer to further increase stability.

Standard Network -- Web Services

If not done,

Verify that Web Services is running.

Web Services connects your printer to the Internet -- this is needful for several of the features used in the HP App and other "cloud" related services (Instant Ink, Cloud accounts, ePrint (if still around)).

The printer supports Wi-Fi Direct (no router limited wireless). 

Wi-Fi Direct uses the wireless radio in your printer to connect directly to the Wireless on your device (computer, tablet, phone).  While Wi-Fi Direct is useless for connecting the printer to the Internet (and, for example, Instant Ink or Cloud services), when it can be used, the limited connection does eliminate the chance that the issue is related to a weak, poorly located (perhaps too far away or even much too close), outdated, or incompletely configured, router.

Should you be unable to use the HP App for any reason, the "old standard" ways to using the printer still work.

The full driver includes HP Scan.

Windows includes other print and scan applications and software to support your printer needs.  Ask if you have questions about what to use for which types of tasks.

The full driver provides access to the full range of printer features and supports printing from other software (for example, Word).

Reinstalling?

• Uninstall existing full driver printer software from Programs and Features. 
• After the software is uninstalled, Restart the computer and sign in

Should you find uninstalling the printer software from Programs and Features too cumbersome, you may uninstall the full driver from Settings → Apps → Installed Apps → Search for the full driver, for example, a driver including "Envy 6230" or "Envy 6200" in the name.  After the software is uninstalled, Restart the computer and sign in.

The Offline Use Only, Print and Scan Driver, or similarly named installation web packs can be used in either a network‑connected or USB‑connected environment.

The name of the installation file depends on the printer model and the type of packaging.

This method includes the printer software in the installation package; hence the much larger file size.

You need not answer questions about which driver or type of printer software to select and install.

Using USB?

Be sure to unplug the USB cable between the printer and the computer before loading the software. 

Re-connect the USB cable when instructed to do so, generally near the end of the successful installation of the printer software.
