HP officejet 8630 - Manage Scan to Computer missing in HP Printer Assistant … have downloaded the full driver several times...the computer will scan normally by using the HP Printer Assistant...It has worked since I received the printer 2 years ago and has recently stopped...

Don't worry as I'll be glad to help,  I have a few troubleshooting steps we could try to fix the issue:  
Lets try clean uninstallation and then download the driver from https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-officejet-pro-8630-e-all-in-one-printe...

 

Once it's done let's enable and open the HP Full-featured software by clicking on the printer icon on the desktop screen or by searching windows for HP Officejet pro 8630,

Search Windows for HP > HP Officejet pro 8630, 

> double click to open the HP Printer assistant > Click on Scan
