the HP smart application cannot find the HP DeskJet 2630 printer via wifi (notebook and printer are connected to the same wifi) or via USB cable. I tried multiple cables, reinstalled HP smart and restarted the wifi router and printer. Nothing works. My second computer immediately found the printer via the HP smart app, the HP laptop can't find it.
I also tried to download the driver from this page, it doesn't work either.The printer shows me the as installed in the control panel, but the HP smart application does not find them.

I might not understand all of what you are saying.
It sounds like HP Smart has stopped working.
The printer is connected to the same wireless network you use for your other device(s).
The following might help...

Consider
Restart everything, including the router that controls your network.
No Joy?
Reset HP Smart Application
Reset the HP Smart application - This action removes the app data.
Open Settings > Apps > Apps and Features
Search and Find HP Smart in the apps list
Open Advanced options > Reset the app
Restart the computer and log in
Open HP Smart > Sign in > Add Printer(s)
HP_Smart_Win_Apps-and-Features_ Reset_3
If the app Reset does not work
Next,
Uninstall the HP Smart App from Settings > Apps > Apps and Features
Restart the computer and log in
“Get” a new copy of the HP Smart application from the Microsoft Store
Open HP Smart > Sign in > Add Printer(s)
