Hi,

Follow HP Easy Start Utility by selecting the HP Full Feature Software option:

https://ftp.hp.com/pub/softlib/software13/printers/COL96741/HPEasyStart_12_2_5163_01.exe

Once completing the installation of the HP Full Feature Software (be sure not to uncheck the IRIS OCR option), open the HP Officejet 6950 software and click on Scan a Document or Photo, then select Save as Editable Text to scan as OCR.

What if  you can't see Full Feature download software? I am trying to scan on my new Office Jet 9018 and I don't see where I can download the full feature software.

Thanks

Follow the HP Easy Start Utility included in my previous post, select the Full Feature driver option there.
