The available tools (apps / software) depend on the Operating System / version.

The OS depends on the device (computer, tablet, phone).

 

In general, then, lacking details, the following is true --

Photo Printing

 

Photos can be made as large as the paper used to print --

"As large as" is limited by the printer model and whether the printer supports Borderless.

 

This printer supports Borderless

Borderless PrintingYes (up to 8.5 x 12 in, 216 x 305mm)

 

There might be limitations on Paper type -- For example, you might have to be using Photo Paper.

Printer Dependent.

 

Depending on the Operating System / version, it might be possible to print your photo as a "Poster", that is, print the photo larger than a single sheet of paper - that is, spread a large sized print over 2 or more sheets of paper.

 

If your original photo is very small, 

The photo can be printed at a "selected" size on larger paper

 

"Selected size" might be one of a few sizes available in the application

If your device (computer, tablet, phone) supports a version of Adobe Reader that includes the Poster option, your document can be printed at any larger size you want it done.
