I need help with the fax machine with this OfficeJet 3830. This printer is great but as I know it comes with a free faxing service which I don’t know how to use. It would be great if someone can explain to me or help me out with this issue. Thank you.

The fax machine uses your home telephone landline to send/receive faxes. Sending faxes will cost you the same amount as a telephone conversation, receiving fax is free. Unless you have a special offer or deal from your provider, the fax number and your telephone number are the same.
If you don't have telephone landline in at your place you will not be able to use a fax. You need to connect your telephone landline wire back in your HP printer and you are ready for faxing.

May you refer to the Mobile Fax feature of the HP Smart app?

 

This is a free service, allows sending faxes only, therefore there is no phone number available:
