Welcome to the HP Community --
The standard Warranty might include a brief "setup help" period right after printer purchase and registration.
Yes, this is generally phone support, though it does depend on your location / region.
Yes, the time frame is limited -- that is, two weeks is more likely covered than a month or longer...
HP Support is not "instant" -- phone lines are crowded, queues are long, patience is required.
Reminder: HP Support does NOT free-post support numbers on the Internet. Be careful out there.
What else?
If you miss the opportunity to speak with HP or any reason -- or it is not offered -- you do have the option of asking for help here in the HP Community.
Note that help offered by Community members does not offer phone support nor any invasive method that involves asking for your private information of any kind. Only HP agents have access to your private information. When / If you post your question, do include the printer model, the connection type, and the Operating System / version.

Online Case Submission to HP Support is available to those whose devices registered and are still in Warranty.
Some regions display phone / chat contact information only after the case is submitted online
Not every issue is covered under the standard Hardware Warranty. Purchased Care Pack Warranties differ by contract.
HP is not a "general" repair facility: Requests for out-of-warranty repairs are usually not accepted.
If the problem is hardware, if your device is in Warranty, if your device is Registered, and you cannot submit your case to Support, let us know and we will forward a request.
Important
HP Phone numbers you find on the Internet have likely been hijacked. Old HP phone numbers – for example, those numbers no longer used by HP since the move to “online” case submissions – might have been taken over by thieves.
