I want a setting for the printer so that if it is OFF and AC power goes out and then comes back on that the printer stays off.

So usually if the printer is off and then AC power goes it does turn back on.

But in case if the printer was turned on and then the AC power goes while it's turned on and when the AC Power is back, it will turn on. 

So make sure the printer is off if you are not using it, unless you are enrolled to Instant Ink. 

Update the printer firmware once.
