I understand you’re unable to download the HP app for your HP DeskJet 2800 series because Microsoft Store is blocked. Let’s go through a few steps to check what could be causing this and how to move forward.

Confirm whether Microsoft Store is restricted
Open Microsoft Store and check the exact message shown (for example, “blocked by administrator” or “access denied”).
This usually means the device has policy or account restrictions, not a printer issue.

Check the type of Windows account
Go to Settings > Accounts > Your info and confirm you’re signed in with an Administrator account.
Standard or managed accounts may block access to Microsoft Store apps.

Check Family Safety or work/school restrictions
If this is a family, school, or work-managed PC, Microsoft Store may be disabled by policy.
Go to Settings > Accounts > Access work or school and see if any organization is listed.

Temporarily disable third-party security software
Some antivirus or security tools block Microsoft Store downloads.
Temporarily disable them, restart the computer, and try downloading HP Smart again.

Reset Microsoft Store cache
Press Windows + R, type wsreset, and press Enter.
This clears the Store cache and can resolve access-related errors.

Check Windows services
Open Services and make sure Microsoft Store Install Service and Windows Update are running.
If these services are disabled, the Store will not function correctly.

Use an alternative HP Smart download method
If Microsoft Store remains blocked, download HP Smart (Windows version) directly from the HP website.
This allows printer setup and printing without relying on the Microsoft Store.

Verify printer setup after installation
Once HP Smart is installed, open it and follow the on-screen steps to add your DeskJet 2800 series printer.
Confirm you can print a test page to verify the setup is complete.
