You must use label software to be able to obtain a result. Software that is paid for.

Apologies for jumping in unannounced.
First, sure - it's possible there is no solution. Little 4x6 inch labels can be tough to print -- the printer must be clean, the settings must be exactly right, and the paper load must be "just right" (snug, not tight or loose).
According to the specifications, the printer can do this -- there is hope.
@Bernard42is right, at least to the extent, that paid software might make things easier.
There is indeed something to be said for investing in software that is specialized to the task.
In many cases, the setup is handled for you making it only necessary to load the label paper and run the program.
What about "DiY" (Do it Yourself) label making?
Last I checked, Avery (USA) still supported a free print software for printing your completed templates.
I generally download the Avery Word template I want - design / complete the template > Export to PDF and Print.

Printer - EWS - Tray and Paper
Tell the printer about the paper size / type using the Embedded Web Server (EWS)
Make sure the printer is aware of the paper size / type - Tray and Paper
NOTE
Generally, you might get away with 4x6 inch paper size and paper type "thick paper" (if available).
If nothing really seems to "fit the need", leave the paper type as plain paper and hope for the best.

Use the HP printer Embedded Web Server (EWS)
EWS – Browser – Tray and Paper Management
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Preferences > Tray and Paper (Management)
Select / Adjust settings for Paper Size / Type
Model Dependent: Advanced section
Click Apply to save changes
Tray and Paper – Paper Size / Paper Type / Paper Weight
Reminder
HP Smart Mobile requires that paper size / type is adjusted before the content is opened to be printed.
Paper Size, Type, and Weight loaded in the printer tray must be supported for use in that tray.
EWS provides access and control to check / adjust Tray and Paper Settings.

Printer - Job Configuration
This one is difficult to answer without knowing critical information:
Operating System / Version
and
Printer Software / Applications installed on the device (computer / tablet / phone)
and
Software / Program used to Print the document
It almost sounds like you have selected (in your job configuration Paper size) the "tabbed" 4x6 inch size paper. What? Tabbed 4x6 inch paper is actually 4x6.5 inches. The selection is unlikely since tabbed 4x6 is generally used with photo paper -- it is worth a quick check.
Paper type (as selected in EWS Tray and Paper) and in Properties is important, too.
What?
Try to find a paper size / type match that works. For example, if it shows up in the list of paper sizes, try -- having selected thick or plain paper in EWS -- select paper size Index 4x6 inch or 4x6 inch
