On the HP OfficeJet 4650, what you’re describing usually happens when the fax header (your own number) is set to automatically prepend itself to outgoing faxes. That’s why when you dial a recipient’s number, the printer adds your prefix or number in front of it.

 

Remove the Prefix

From the Home screen on the printer control panel, touch the Setup button Setup button.

Open the following menus:

Fax Setup

Basic Setup

Select Basic Setup or Advanced Setup.

Look for a fax prefix or dial prefix.

If a number (like a 9) is there, delete it and set it to Off or blank. 

 

Reset the printer: With the printer turned on, disconnect the power cord from the printer and the power source, wait at least 60 seconds, and then plug the cord back into the printer and a wall outlet.

Lower the fax speed: In the fax settings on your printer control panel, change the speed to Slow.

Turn on Error Correction Mode: If Error Correction Mode is off, turn it on to improve the fax quality. The fax might take longer to complete.
