When I attempt to activate this printer, it states I need to use Windows 2000. Can I get this printer to work with Windows 10?

Yes. See: HP Photosmart C4280 All-in-One Printer Software and Driver Downloads | HP® Customer Support

 

to download the device-driver for either 32-bit or 64-bit versions of Windows 10.

Install this software, and your printer will work, assuming that the ink inside the printer has not dried-out, over the years -- clogging-up the print-heads.

 

Are you trying to "activate" it, by filling-in some "registration of one-year warranty" web-page with your personal information?
