HP Recommended

I have an HP Deskjet 2842e all-in-one Printer which is not usable in Brazil because of some set up I need to make. I wonder why the HP InkPlan is not offered to the South Hemisphere, there are so many advantages and a great public that would love to save on their ink and paper! Please help me with this ridiculous problem.
