I need my download documents to not go straight to my printer so I can fill out the documents first.

It's unclear whether the document actually downloaded to your computer.

Subject line seems to say you "downloaded and opened the document"

Message might mean the same thing or indicate the documents did not actually download at all and "just printed".

Why is it behaving this way?

Unknown.

If you are dealing with a business, for example, an insurance or medical company, a common reason for the "direct to printer" result is that the documents are restricted by the document author against download-save-open.  In this case, you might be able to save the document to your local device / computer, then open the document(s) to fill in the information and send it back.  Try saving the document to a different folder.

These "not allowed" to edit or save certain documents can be controlled by the company that issues the documents by embedding certain restrictions inside the document.

If, as a "download" option you selected the printer - or if printing is the only option - then, this goes back to the source of the document being restricted in some way against online editing.  Perhaps you are meant to fill in the information manually, that is, the old-fashioned pen-on-paper method.  Perhaps then copying the document and sending the image of the file to the company.  This is rather convoluted - but might be a "thing".  ??

It's possible you are doing something odd, of course.  That said, if this is the only time it happens and it doesn't happen with any other documents or at any other website, then it is unlikely you have suddenly done something that different.

My suggestion:

If you can do so, contact the Website / company / people in charge of the documents and ask for help and clarification.

OR

Ask a friend or family member to sit with you while you try to download and save the document set.
