I installed the software on a user's work laptop using an administrative account. Checked the box for manual install, USB. When he gets it home and connects the printer it appears in his list but when he goes to use it he is prompted to run a setup software that requires administrative rights.

Is there no way to pre-install the software so it uses the printer it finds without needing administrative rights again?

@DSchaffer2, Welcome to HP Support Community!

 

The printer software can be preinstalled on the computer, however, to configure the printer that the customer needs to use with his computer admin rights are required.
