Operating System: Microsoft Windows 11

This is my initial install of an HP ENVY6455 Printer.  When I got to the installation of the ink cartridges, there are two tapes on each cartridge.  I took off the first tape on each cartridge and installed them.  When I closed the cover, I got a message stating the cartridges were not making contact.  Do I take off both layers of tape, is the paper at the back of the cartridge holders supposed to stay there, or is something else wrong?
