I followed all instructions from another similar post  here and still get the same error(s):
- any attempt to add the printer to the HP app results in a message "Complete printer setup . This printer needs to be set up. Follow the instructions with the printer ..."
- any attempt to print any printer report, either from the printer or from the webserver, does not yield any results

To help us get started on resolving your issue, could you please try a few troubleshooting steps provided below so that I can assist you further?

 

Step 1: Restart and Reset the Printer

  1. Turn the printer ON.
  2. Disconnect the power cord from the rear of the printer and the wall outlet.
  3. Wait for about 60 seconds.
  4. Reconnect the power cable directly to the wall (avoid power strips) and turn the printer back on.

 

Step 2: Restore Network Setup Mode

  1. Use the touchscreen to restore Wi-Fi setup mode.
  2. On the printer control panel, touch the Setup icon or Wireless icon .
  3. Select Network setup or Settings, and then select Restore Network Settings.
  4. Note: Your control panel might look different than the following example, but the steps are the same.

  5. If a confirmation prompt displays, touch Yes.
  6. Wait 60 seconds until the Wireless light blinks blue.
  7. Within two hours, return to the app or software to find and add your printer and complete the setup.

 

Step 3: Set Up Using HP Smart (Recommended)

To complete setup, HP Smart is required for this model:
 

  1. Download and open the HP Smart app https://123.hp.com
  2. Ensure your device (phone/PC) is connected to the same Wi-Fi network you want the printer to use.
  3. Click Add Printer (+) in HP Smart.
  4. Select your Officejet Pro 8024e and follow the on-screen instructions.

 

Step 4: Sign in to HP Account

  • When prompted, sign in or create an HP account.
  • This step is mandatory to complete printer setup and enable features.

 

Step 5: Check Printer Firmware / Embedded Web Server

If printing reports from the web server is not working:
 

  1. Print a Network Configuration Page (from printer menu if available).
  2. Enter the printer’s IP address into a web browser.
  3. If the page does not load, it confirms the printer is not fully connected—repeat Step 2 and 3.

 

Step 6: Try Setup with Wi-Fi Direct (if not detected)

If HP Smart cannot find the printer:
 

  1. Enable Wi-Fi Direct on the printer.
  2. Connect your device to the printer’s Wi-Fi Direct network.
  3. Reopen HP Smart and try adding the printer again.

I've been trying those steps, and variations of those, for several days already and never succeeded. The printer seems to think is in setup mode (though nothing shows in the printer panel); any attempt to communicate with the printer to actually print something/anything, yields zero results ... this is highly frustrating! 

Here some keypoints which hopefully help you folks provide a proper way to solve the issue. 

- Printer and mobile/laptop are on the same wi-fi
- My HP app can see the app, at the moment that I try to add it, it says "Setup incomplete. Finish setup".
- I can access the printer webserver at 192.168.4.X

- Web Services are enabled; internet connection: connected; printer connection to Hp Smart: connected
- My HP Smart Dashboard shows no printer connected to that account (which makes sense, given that HP app is unable to add the printer -- see bullet point above)
- Running firmware update, either from webserver or from printer itself, results on the same: printer up-to-date; FW version  MALBECPP1N004.2137A.00; built date 2021-09-26
- Trying to print any report from printer: absolutely nothing happens
- Trying to print any report from  webserver results in nothing printed and a message 'The printer is busy. Try again later'

As you can see/read, a highly frustrating situation with at the time an useless printer 'cause some kind of deadlock. 
I would really appreciate a functioning solution from you folks.

We request that you please follow a few more troubleshooting steps and give us an update.
 

Force Exit Setup Mode via Embedded Web Server (EWS)

Since you can access 192.168.4.X, we can try to complete setup manually:

  1. Open the printer’s EWS page in a browser.
  2. Go to:
    Settings > Device Settings / Preferences (or similar tab)
  3. Look for options like:
    • “Restore Factory Defaults” (run this from EWS, not panel)
    • “Complete Setup” / “Finish Setup” / “Out-of-Box Setup”
  4. Apply changes and allow the printer to reboot.

 

2. Assign a Static IP and Rebind the Printer

To eliminate discovery conflicts:

  1. In EWS → Network > IPv4 Configuration
  2. Assign a manual/static IP (outside DHCP range if possible).
  3. Save settings and reboot the printer.
  4. On your PC:
    • Go to Devices and Printers > Add Printer
    • Select “Add manually” → TCP/IP address
    • Enter the new IP.

3. Perform a Semi-Full Reset (NVM Reset)

This clears deeper configuration inconsistencies:

  • Turn the printer ON
  • Disconnect the power cord from the rear
  • Wait 60–90 seconds
  • Press and hold the Power button for 20–30 seconds
  • Reconnect directly to a wall outlet

 If accessible:

  • Try resetting Network Settings again after reboot

4. Disable Web Services and Re-enable

Since Web Services is active but not completing account linking:

  1. In EWS → Web Services tab
  2. Select Remove Web Services / Disable Web Services
  3. Restart the printer
  4. Re-enable Web Services
  5. Try HP Smart setup again

5. USB Setup Method 

Since wireless/cloud setup is failing:

  1. Connect the printer to your computer via USB cable
  2. Open HP Smart
  3. Choose Add Printer → Set up new printer via USB
  4. Follow prompts to push configuration directly

Thanks for the thorough list of instructions. Unfortunately, we have not moved a single inch further. After these steps printer still seems to be in an incomplete setup mode, and neither itself nor the HP app seem able to pick that up.

 

Btw, there were a couple of points in your previous note that I believe might no have been 100% accurate:

 

- (Step 2) to assign a static IP through the EWS I need to reconnect the printer to the wifi first (step missing)

- Not quite sure why a fix IP address is/might be needed; my router’s DHCP server has a range from .20 to .200, which is more than enough to accommodate existing devices in the network; never had discovery conflicts before.

- As specified in the title of this thread, my printer is a HP OJ Pro 8024e; the existing usb-port is covered with a label, with a clear NO USB sign. This printer cannot work if not connected to internet (at least according to HP documentation!). In any case, I did connect printer to my Mac via the proper USB cable, the Mac could see the printer, but sending jobs to it yielded the same result as for the printer connected via WiFi: nothing gets printed, my Mac reports an error from the printer (no more details about error); cancelling the job sets the printer in an endless loop trying to cancel itself the job (which I can see on the printer’s display panel)

- When you write HP Smart, are you referring to the HP app? (this one https://apps.apple.com/app/hp-smart/id1474276998)

 

 

So, basically we are back to square zero: all of the attempts so far have been variations to get the printer to reset itself, but without any success whatsoever.

How do we solve this?

Could you please perform a few more troubleshooting steps so that we can assist you further?

 

1. Force a Complete Factory Reset 

Since the regular reset hasn’t worked, we’ll try a deeper reset:

  • On the printer control panel:
    • Tap Back (or Home) repeatedly until you reach the main screen
    • Tap the Back button 4 times quickly to open the Support/Service Menu (if available)
  • Navigate to:
    Support Menu → Resets Menu → Semi-Full Reset
  • Confirm and allow the printer to restart fully

2. Reinitialize Setup Without HP Smart 

Your observation is correct — HP Smart is failing to complete the handshake.

Let’s bypass it:

  • After reset, do not open HP Smart immediately
  • On the printer:
    • Go to Setup → Network → Restore Network Settings
  • Wait for the printer to enter Wi-Fi setup mode (blinking blue light)
  • Use your router’s interface to confirm the printer reconnects

3. Access EWS and Disable Setup Lock Flags

Since you can access EWS, this is key:

  • Open the printer IP in your browser
  • Go to:
    • Settings → Preferences / Advanced Settings
  • Look for and disable (if present):
    • Require Setup Completion
    • Device Setup Mode

If available, also perform:

  • Restore Factory Defaults from EWS

4. Clear Stuck Print Queue 

The “printer is busy” loop suggests a stuck job internally:

  • In EWS:
    • Go to Tools → Printer Updates / Status
    • Check if any jobs are listed and cancel all
  • On Mac:
    • Go to System Settings → Printers & Scanners
    • Remove the printer completely
    • Restart the Mac
    • Re-add the printer using IP address (AirPrint or HP JetDirect)

Here details of what happened during/after every step you suggested:

1) Done, though printer does not restart in its own.

 

2) Printers asks for language and country; right after that, the same message about ‘setup incomplete’ pops up (blue light blinking though); I have to tell the printer that I do not want to connect to 123hp.com now. Printer asks whether to download firmware updates automatically (said No). Connected printer to wifi.

 

3) Accessed EWS; no menu anywhere about Require Setup Completion or Device Setup Mode.

Before doing the requested factory defaults reset: EWS: Status shown as Ready; from that page clicking on ‘Print Printer Status Report’ responds after a couple of seconds with ‘The printer is busy. Try again later.’

After the restore factory defaults is executed the printer needs to be reconnected to the wifi, as this and other settings are gone with the factory defaults reset.  Not sure also why a Restore Factory Defaults is needed here, given that Step 1 is about a semi-full reset.

 

4) Does this step make much sense? after (1) and (3 - restore factory defaults), there are no jobs in the printer’s own queue.

Set-up wifi again for the printer to connect. EWS shows an empty page. The browser console shows following errors:

From my terminal I can ping the printer at the automatically assigned IP-address, though the ‘Add Printer’ dialog on my mac’s ‘Printer and Scanners’ settings does not show the printer (was shown in previous attempts in the last days w/o the semi-full reset). Printer added using IP-address + AirPrint.

 

Trying to print any txt file from my Mac shows an ‘Expired Certificate - Check the printer for errors’ message on the printer queue; printer queue shown as paused.

 

At this point I’m again blocked as:

1) I cannot access the EWS (see above) to look into the printer’s certificate

2) My Mac’s keychain access does not show any certificate for the IP address or the printers name

 

At this point, restarting the printer again shows the all very well know message ‘Setup Incomplete. Finish printer set up to enable printing …’.

After restart, EWS is accessible again. Under Network -> Security -> Certificates I can see the printer’s own certificate with following details:

Issuer :

CN=HP8E757D, L=Vancouver, ST=Washington, C=US, O=HP, OU=HP-IPG

Issued On :

2026-06-24

Expires On :

2036-06-21

 

So, back to square zero again … no progress 😞

Could you please try a few more troubleshooting steps and let us know if it helps?

 

1. Perform a True Semi-Full Reset

Since you mentioned the printer does not restart on its own after Step 1, it’s important to ensure the reset is fully executed:

  • Initiate the Semi-Full Reset again from the hidden/service menu
  • After selecting it:
    • Wait at least 3–5 minutes, even if there is no visible restart
    • If the printer remains idle, manually power it OFF and ON once after waiting

 

2. Force Network Isolation During Setup

Your log confirms the issue appears right after setup prompts and Wi-Fi connection. Let’s isolate cloud interaction:

  • Perform a reset again
  • When prompted for setup:
    • Do NOT connect to Wi-Fi initially
    • Skip/decline:
      • HP+ / 123.hp.com setup
      • Automatic firmware updates
  • Let the printer reach a standalone idle screen (if possible)

 

3. Access EWS via USB-Assigned IP (Alternate Path)

Since EWS over Wi-Fi is unstable:

  • Connect the printer to your computer via USB
  • Install a basic driver (not HP Smart)
  • Check if the printer gets a local USB virtual port or IP (WSD)
  • Open EWS again and check:
    • Tools → Restore Defaults
    • Web Services → Disable (if enabled)

 

4. Clear Internal “Busy” State (Spooler + Job Cache)

Even though EWS shows empty, the “busy” response indicates an internal job lock:

  • Power ON the printer
  • Disconnect the power cord
  • Wait 2 minutes
  • While unplugged:
    • Press and hold Power button for 30 seconds
  • Reconnect and start the printer

Then from your computer:

  • Remove the printer completely
  • Clear print queue (even if empty)
  • Re-add using:
    • IP address (once stable)

5. Firmware Reinitialization

Your symptoms strongly suggest firmware state corruption rather than just setup logic:

  • Connect the printer via USB
  • Download the latest firmware package for Officejet Pro 8024e
  • Run the installer to force reinstall firmware

first of all thanks again for the note. 

 

All these steps and guidance we've tried in the past.  FYI: the latest available firmware updater from HP [HP Printer Update - HP OfficeJet Pro 8020e-8030e series] (downloaded from HP's official source; date file creation 12.02.2026) says : cannot update the device; this firmware updater does not contain upgrades for your device.

It seems you and I are tapping in the dark here; while I appreciate your efforts, proposed steps in this entire thread are not resolving the underlying issue. Since we haven't found a working solution yet, I would like to escalate this tike to a more senior technician with deeper insights into this kind of issue.
