I want to setup scan-to-email quick sets via the web interface (EWS) but it says that function has been disabled. When I look at Settings > Security > Administrator Settings, there is no Control Panel Customization setting or Quick Sets setting to enable as there is with an M428 for instance. I know this a consumer product and not a business product, but there's got to be a way to do this through the EWS. Same thing when I go to Settings > Control Panel Customization (as opposed to scan-to email Quick Sets), the features there are disabled.

Welcome to the HP support community.
I understand that Quick Sets functionality is disabled in EWS, I am glad to assist you.
You might have to perform a semi-full reset on the printer to fix this issue.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I am sending you a private message with the steps to reset the printer. Please check the mailbox icon at the top-right corner of this screen.

The following steps were attempted in order to perform a factory reset of the printer. However, the touchscreen will not do what we are pushing on the screen for it to do. I'm going to RMA the device. Thanks!
1. Power on the printer and rapidly keep pressing the “?” HELP button (Note: The button might not be visible as the LED is NOT lighted up).
2. If Step #1 is done correctly, the screen will go blank and all the 3 button LEDs (Previous, Home, Help) will light up.
3. Press ‘HOME-PREVIOUS-HOME-HOME'
4. If the above sequence is entered correctly, the blue color boot menu will come up and can be navigated with touch.
5. From the blue boot screen choose MENU. PARTIAL RESET will then appear in the center of the blue screen.
6. Choose NEXT in the upper right corner of the screen three times until OOBE RESET appears in the center of the screen.
7. Select the OK button in the lower left corner of the screen to initiate the OOBE reset. After a minute or two the printer will reboot to the out of box state.
