When Win10 updates to a new series it crashes the printer software for the printer. To get it reinstalled perform the following steps. I've spent many hours solving this issue over several upgrades before I finally documented and saved it. Here's the solution.
Installing HP 4650 Drivers
When Windows10 updates and screws up the printer drivers for the HP 4650DN printer here’s the fix.
Go to HP and download the 4650 software "upd-pcl6-x64-6.8.0.24296"
Open the printers and devices window in control panel. Delete/uninstall the HP4650 printer.
Unplug the USB plug for the printer from the back of the computer.
Restart the computer so that it doesn’t find the printer.
Go to Downloads folder and run the program upd-pcl6-x64-etc. When it runs have it install to USB plug and play and follow the instructions on the screen. The correct printer drivers will not install.
Go to the printer properties and tell it to update the printer driver. When it gives you the option for the driver tell it to use the USB. It will then find the correct drivers and install them and the printer will work again.

HP also has a version of UPD7 that is designed for USB installations and in my experienice does install the correct driver.
