follow up to my post from the day prior.
well, it seems that i was celebrating too early. the smart hp app, initially seemed to have corrected the problem. but after a while (in my case, one day), the print function reverted back to the "format error" and is not printing. when i repeated the step 3, it again worked for a short while, but eventually reverted back to the same error message.
method 2, of using "generic postscript printer" does still work. but only prints in color. no black and white option.
well, either hp or apple needs to release a patch or driver that will allow apple ios big sur to work properly with hp printers. or at least lower the cost of the color ink, so that it does not hurt my pocket too much.

Yes with OfficeJet Pro 9020
Even though it appeared to be installed using Mac's network preferences, the printer queue never cleared.
Printer queue showed only "looking for printer" and never found it.
HP smart was no better. It eventually reported it found the printer. Yeah; right! Next step - it couldn't find it to install.
Solved it by connecting the printer to Mac with a cable.
Installed it with Preferences/printers and scanners.
Now it works on Mac and as AirPrint simulaneously.

How in the name of all things holy can this be a solution? The user clearly states it doesn't work under big sur. Is HP's solution for everyone to go get a linux laptop? Prepare to have an enormous bucket of **bleep** tipped on your company on every social media platform, not to mention consumer agencies (given the specs clearly state it is mac compatible)
