I followed all the instructions I could find here at this HP website and in the Apple Support fora. Eventually I gave up and with nearly random mouse clicks found a solution.
I downloaded HP Easy Start. It refused to open. Over the next two or three days I downloaded it again and again. It never opened. Force-Quit reported each time that HP Easy Start was not responding.
One day, after trying again to open HP Easy Start, I pulled the "HPDM.framework-is-malware" dialog box out of where I had hidden it. Once again I clicked its "OK" button, and the MacBook opened the folder where the HP folders are.
At that point HP Easy Start opened. I ran it, and in a few minutes the "HPDM.framework" dialog box went away. It has not come back.

IS THERE A CUSTOMER SUPPORT PERSON ON THIS FORUM? It's great that fellow customers have suggestions but, as with the previous scanner-stall driver issues, this is an HP issue and I expect HP to resolve it. I tried the software recommended by a customer who responded but Safari could not finish downloading it because it "does not appear to be a valid download."

I have taken all of the steps recommended and am still getting that error message when I try to scan on my all-in-one. I can print okay. I tried getting a real support person on the phone but can't even find a phone number. Any other clues so that I can scan great again?

The Instructions included in this response work on MacOS 11.0.1 Big Sur.
PROCESS
1. Download the FTP as specified in the link. it's large at 226.8 MB.
2. While you're waiting for the software to download from HP's website, delete all HP Printers that aren't operating properly.
System Preferences -> Printers & Scanners.
3. The list appears on the left. Select the HP printer that's not working. Use the "-" sign to delete the printer.
4. Once the installer download is complete, run (aka double-click or <command> "o") the installer - which installs the updated HP Printer Drivers & support software.
5. Open the System Preferences again (Apple Menu -> System Preferences). Navigate to the Printers & Scanners icon, then press the "+" on the left window to add your HP Printer again.
Both the HP Printer AND the scanner now work without the pesky "danger danger danger" popup - which incidentally killed my scanner.
As a workaround - if the scanner software isn't working - insert a USB drive into your HP printer/Scanner (MFP aka Multi-Function Printer) and manually scan direct to the USB drive. Please note - your USB drive should probably be NTFS or EXFAT formatted.
Thanks you to the poster of this solution - only took me 12 hours to get the FTP downloaded (VPN and network timeout problems). Once the .pkf file was downloaded - installation was fast and then adding the printer (again) also error/hassle free.
I'm a little peeved that the HP Easy Smart installation and add printer all-in-one package didn't work. I followed other instructions to completely de-install (remove) all HP drivers etc using the HP Easy Smart app, then re-installed the software - scanner still sending that DAMAGE pop-up, then the scanner software times out and cannot connect to the scanner.
Whomever is doing the quality testing for HP on MacOS - definitely NOT doing their job...perhaps, as I doubt they actually did a functional test - they probably only verified the software installed. Lazy, negligent. Definitely not up to HP's famed quality standards.
