Missing Toolbox on HP OfficeJet Pro

I'm fully aware that this is an older printer. But my Mum is still using it and is very satisfied with it.
Also, I was using that printer for 10 years ... even if HP often marked it as dead, etc. but with the hidden menu was able to revive it.

Anyhow ... here's the question on the Toolbox, aka Printer Assistant

... Same issue again:

The Toolbox would only start (a) after a fresh install (or installed same SW over existing installation) and (b) only one (1) single time you use that desktop link which is linked to C:\Program Files\HP\HP Officejet Pro 8620\Bin\Toolbox.exe.

Sadly, for any reason HP messes then the execution of "toolbox.exe" ... you can even directly execute it from the folder, or even with Admin rights... it doesn't matter.

--> This problem seems only there if you downloaded a newer version of the HP Software package. Of course, I could install the Software from the CD, which I might need to do... but usually the idea is to use the newer Software versions and in the case of Win10 or Win11 users anyhow might be forced to a more recent download.

Further Details

• I've tried numerous times on multiple device and found this problem again and again. Also, this seems to be a well known problem. So it would be nice to have it actually solved!
• The link on the desktop actually seems to execute: "C:\Program Files\HP\HP Officejet Pro 8620\Bin\HP Officejet Pro 8620.exe" -Start UDCDevicePage
  --> Is this actually intended to start the Toolbox?
• When executing toolbox.exe from the HP folder directly ... I see 2 different things happening:
  (a) sometimes it would execute the Install Program (adding new HP printers)
  (b) sometimes it would do just noting!

This leads to a request that is often made:

Please have ALL released SW and Firmware versions available for download, also the older ones!
So users could decide by themselves whether they like it or not.
