HP OfficeJet Pro 9125e

I am a printer tech for my local University and we have a staff member that has an HP OfficeJet Pro 9125e that needs to be hooked up via USB. Due to how our network is set up and the University policies setting it up via WiFi is not possible. While ethernet is technically possible, it isn't feasible as there would be a charge for having it hooked up to the network. Printer was previously hooked up without needing an internet connection for it, but when they got a new copmputer and I went to re-add it I could not get it to print without it being connected to the internet via ethernet. I tried every trick in my book, but nothing worked. Best I can tell is that it got setup with HP+ and/or Instant Ink at some point and due to that it is requiring an internet connection to check in. Considering that it did not used to need this it didn't seem to be a set limitation of the printer model. I tried a factory reset, but that did not change anything. As I am at my wits end I figured I would post here in case somone has the right bit of info that I seem to be missing.
