I had this very annoying problem too.  I think I've figured it out- at least for now.  Turn OFF the Auto Enhancement feature when you're in the Scan mode.  Then make your edits; click DONE.  That is working for me now for rotating and for editing.

Worked for me as well.   Thanks ... was pulling what little hair I have left out trying to figure out why the #R^%@^ random pages were rotating.  I'm wondering how this feature was tested and is it doing anything for anyone?
