Does anyone know where to download the driver for an OJ3830 on WIN11?
I have gone thru many web links and end up with the same error "Driver Unavailable" even using HP Smart. Every link shows driver availability but when licking and downloading it does not solve the problem. I even tried downloading the driver for "IT Professionals" with no success.
I know the printer is out of warrantee but it still works on another WIN10 laptop and with my Chromebook.
I would even revert to WIN10 to get this to work but without a link to the driver it will not solve the problem.

Welcome to the HP English Community --
There is no need to revert the Operating System to Windows 10 to install printer software.
The change is not necessary. The printer software is supported in Windows 11.
If you are getting "Driver Unavailable" using HP Smart -- or downloading? It's unclear -- there is perhaps something going on with the connection between the printer, the computer, and the rest of your network. Be sure VPN is switched OFF during the download and installation of HP Smart.
If you see "Driver Unavailable" when installing / using the full driver printer software, this too, is perhaps a hint that the printer is not responding to the request for connection during the installation of the software.
Previous installation attempts can "muddy" a new installation -- make sure to check and remove previously installed full driver printer software before repeating the attempt to download and install the package.
Restart everything - there is merit in doing so -- Windows and your network are still fans of a good "restart".
How the printer is connected to the network impacts the way the printer responds.
What else?
Repeated errors when downloading are not related to installing -- the process of downloading should not break down before you even try to install the downloaded software package.
If you cannot download a software package to your computer and save that package, there is a problem elsewhere, that is, outside of the printer and printer software.
A few of the places to check / adjust
- Check whether you have Metered Connections enabled. Reference Metered connections in Windows
- Make sure VPN is switched OFF during downloading and Installing packages that require connections to the Internet.
- Consider connecting the printer to your network using a manual / static IP address
- Check for log entries / errors in your router logs - if the router is aware of why you cannot download / install packages, there might be a notation about the occurrence of such issues.
The Web Installation Package for Windows 11 is the same pack as that for Windows 10 --

Printer - Full Feature Software
HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver generally adds at one, possibly least one, possibly two shortcuts to the Desktop: Printer Assistant, HP Scan Assistant, and/or HP Scan.
NOTES:
HP Scan is not installed if the printer does not support Scan.
The Printer Assistant is not installed if the type of full driver software does not support it. If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver. No Sign-in required.
Reinstalling?
- Uninstall existing full driver printer software from Programs and Features.
- If your printer includes a separate "help" in Programs and Features, uninstall that, too.
- Restart the computer and log in.
- If the printer is connected to the computer using a printer USB cable, remove / disconnect the cable before loading the software.

The installation of the full driver generally adds at least one or more shortcuts to the Desktop.
Note: Printer Assistant, HP Scan Assistant, and HP Scan are dependent on printer model and supported software options.
- Printer Assistant – Where still supported as part of the full driver printer software
- HP Scan Assistant – For those printers that no longer provide the Printer Assistant
- HP Scan – Shortcut on Desktop named for the printer model
- When installed, HP Universal Scan software adds a separate self-named “HP Scan” shortcut
Printer Assistant shortcut > Tab Scan > Manage Scan to Computer > Enable
Or
HP Scan Assistant shortcut > Manage Scan to Computer > Enable
