I posted this request under the WIN11 category with no response so I'll repeat it here. I did all the necessary deletions and removals of all instances of HP on my WIN11 Lenovo PC. Then I downloaded and installed HP Smart and did all the required software.  When I ran the 'Diagnose and Fix'  the Driver issue was "Not fixed". 

All links to the location of the driver returned the page to another location that did not provide the driver.  Other paths indicated "Driver Not Available".

Is this driver no longer supported?  I know the printer is operational since I can print using my Chromebook and my WIN 10 laptop.

There is a major support issue if this driver is no longer available.

 Thank you 'Drangon-fur' for your response.  I downloaded the executable file from your link and did the install.  The HPSmart application finds the printer and displays the ink levels. BUT when I open the Bluetooth and Devices tab under Settings and look at the 3830 Printer listing it states "Driver is unavailable.  If I Add a printer it finds the Direct HP69A05C ( the alternative name).  I have seen notes to not use this.

So I am back to the original problem, The OS does not appear to link the Driver app to the Printers and Scanners under Settings. 

I did Restart the PC after the 145MB download of the driver.

Any help would be appreciated.  I do not have a VPN

I just checked the Properties of the printer and the listed Driver is from Microsoft.  The File Version is 10.0.22621.3733, Windows Build 16010.0800 at the location c:\windows\system32\drivers\ksthunk.sys.

Could it be this Windows driver is superseding the HP driver?

Should I delete this driver and restart the PC and see if the HP driver would take over?  Also I do not have the "Let Windows manage my default printer" checked ON.

No, do not delete the Windows Print Drivers.

Use Printer Properties to check / select the installed driver to be used with printing / scanning operations.

Should I think of something else I will post back.

The point was to make sure that anyone who answers this question knows what has been offered and tried to this point.

 

I suspect there is a issue installing the driver - perhaps the printer is not yet using a manual / static IP address.

 

Reminder

NOTE: The printer only supports connections using 2.4GHz.

Chapter 8 - Connect your printer

 

There are two parts to this -

One part is the HP Smart application

Separately, there is a full driver printer software

 

The app and the printer driver are related in the sense that they both support the printer for printing and scanning.

 

True - When the full driver printer software is installed, the printer will be listed in both Programs and Features and in the Settings > Bluetooth & devices > Printers & scanners hierarchy.

 

Applications are listed in Settings > Apps > Installed Apps (Windows 11)

Use the HP printer Embedded Web Server (EWS)

NOTE:  Find printer IP address

Section Open the EWS over a local network orientation

 

 

Ethernet

Open your Browser > Type / enter the Printer IP address into URL / Address bar

Tab Network > Wired (802.3) > IPv4 Configuration

 

Wireless

Open your Browser > Type / enter the Printer IP address into URL / Address bar

Tab Network > Wireless (802.11) > IPv4 Configuration

As Available:

Tab Network > Wireless (802.11) > Advanced

Network Interface on / off, Network SSID name, Security Settings, Passphrase / Password

Select and connect to the correct SSID / network name for the bandwidth you are using.

 

Note:   It is not mandatory that you use a manual / static IP address.  Doing so can improve stability.

After spending about an hour with HP Support, the conclusion was I had to contact Lenovo for a fix.  Well that did not work!  so I started by Uninstalling the Printer in the Device Manager.  then when I went to install the 3830 driver the install produced n error 0x00000007.  Investigating this directed me to do a sfc /scannow.  That found an error and corrected it.  I went back to the Device Manager and again tried to install the 3830 driver and this time it went through completely.

It took a long time but it is now working.  I was almost at the point of purchasing a new WIN11 machine if I could not get this to work.  I guess perseverance and the internet saved the day.

Excellent - Persistence is frequently the key.

 

Drivers should install - not just printer drivers, though these can be extra sensitive to Windows issues.

 

Good Job not giving up when it would have been easier to do so.
