As a troubleshooting step for poor print quality, I completely deleted my current print drivers and downloaded the latest all-in-one suite. The self-extracting archive is OJJ4600_Full_14.exe. An install screen comes up looking like this:

How in the love of Mike am I supposed to hit a missing Install button? The printer is wireless and I manually installed it using the extracted driver, and still this comes up with no Install button.

Installation package:
OJ_AIO_J4600_Full_Win_WW_140_408-5.exe (237.0 MB)
The installation window should look like this - note the name of the printer series at the top of the little window.

If you extract the installation package contents using 7-Zip into the "same name" folder, the "Setup.exe" is located in the top level of the folder hierarchy.
For example:
>> Extracted Folder Name <<
E:\Downloads\OJ_AIO_J4600_Full_Win_WW_140_408-5\Setup.exe
If necessary, extract the contents and use the "Setup" executable to install the software.
Caveat: The software is (at least) four years old. Generally, software of this vintage (version 14.x) should install and may still work in the latest Windows 10 versions.

Thanks for your advice. Unfortunately, this is the only version listed at HP shown to be compatible with Windows 10. I have tried running it from the temp folder where it automatically extracted, then manually extracted using WinRar. In every case, the welcome screen shows up missing the Install button. I have since manually installed just the drivers, pointed to my wireless IP printer, and it prints the same as before (blurry) but now I have no scan utilities etc.
Should I connect the printer directly using a USB cable? Does the install utility need to "find" the printer in order to provide this button? I don't have the right cable but would be willing to hunt one down if you think this would help. Any suggestions would be welcome.

The printer software is older - it is marked as compatible with Windows 10, though after four years, Windows 10 has changed quite a bit.
Not sure why there is no "install" button on the software. Your illustration is not what I see in the package provided in my first post (in addition to the missing "Install" button, the menu in your picture does not show the name of the printer). I cannot tell you why you see something different. Fonts are not usually an issue as (as far as I can tell) the installation package provides the Segoe font used in the software. ?
The printer can certainly be connected with a USB cable - the software installation is the same, however, the only difference (that I am aware) is that you do not connect the USB cable between the computer and the printer until the latter part of the installation process. So, you still need to be able to install the software.
There must be another way or an explanation that I have missed...
@ShlomiL - Customer has a different installation menu / window (assuming he is installing the package for which I provided the link). Which exe / msi file can he use to bypass that first menu? Thanks.

Hi,
OJJ4600_Full_14.exe is not intended for Windows 10, it is intended for Windows 7 as @Dragon-Fur previously suggested:
Please delete the file, from the @temp% folder delete any existing subfolder of the HP installation which begins with 7Z.
Next,.download and install the correct drivers for your operating system below:
Generally, installing such software through an MSI installer would not be recommended, the HP Solution Center software is quite more complex to be installed in such way @Dragon-Fur.
