Hi @TOF32A,

Welcome to the HP Support Community!

Thanks for reaching out!

We're thrilled to have the opportunity to assist you and provide a solution.

I understand your HP OfficeJet Pro 6960 is frozen during startup and showing four permanent lights on the display. Let’s go through a few steps to help restore functionality.

Perform a Power Reset

Turn off the printer and unplug the power cable from both the printer and the wall outlet.

Wait for at least 60 seconds to allow internal capacitors to fully discharge.

Plug the power cable directly into a wall outlet (not a surge protector) and turn the printer back on.

Check for Power-on Response

Observe the lights and display screen. If the same lights stay frozen, press and hold the Power button for 15 seconds while it’s plugged in.

This performs a deeper firmware reset and can clear a startup lock.

Remove External Devices

Disconnect USB cables, network cables, and memory cards (if any).

Power the printer back on with only the power cord connected.

Sometimes connected devices can interrupt the printer’s initialization process.

Force Firmware Recovery Mode

Unplug the power cable.

Press and hold the Power and Cancel buttons together, then plug the power cable back in while holding both buttons for about 15 seconds.

Release the buttons when the printer shows any sign of movement or light change — this forces the printer to attempt a firmware recovery.

Reinstall Using HP Smart App

Once the printer reaches the Ready or Idle state, open the HP Smart App or go to 123.hp.com.

Click Add Printer and follow the on-screen steps to reconnect via Wi-Fi or USB.

Print a Test Page

After installation, print a Test Page to confirm normal operation.

I hope this helps.
