I encountered the same problem "missing driver" after resetting Windows 10.

 

The recommendation from John194 to Uninstall Windows Updates solved the problem.

Hi All ~  I know this is an old post, but as an HP user that was ready to throw my printer out the window after trying every suggested step in this thread (and NOTHING worked), I thought that I would share this.  I cannot take full credit, I must say that I copied and pasted this info from a note sourced by a Tech-Saavy ANGEL named CRISTIN HERNANDEZ seen here:  https://www.drivereasy.com/knowledge/solved-printer-driver-is-unavailable-on-windows/

I must warn you... this is the ODDEST, STRANGEST, most seemingly UNRELATED process EVER, but it WORKED!  This is what he had to say...  

Neither of these solutions worked for me. But this may help others so I'm posting my solution here - In the end I figured out that, at some point, Windows 10 added a verification step to the admin account on my PC. I hadn't gone through the verification step but once I did then I was able to install the printer without a problem. To use this solution:
Go to the control panel
Click "User Accounts" and then "User Accounts" again
Click "Make changes to my account in PC settings"
Check for a link to "verify" and click that then follow the verification steps you'd set up previously
