If anyone out there would like to have the resize function on the Officejet 8600 printer work please contact me. I have the solution. It is a program change by HP that they didn’t tell anybody about and also is defective and no one from Hp seems to know about it because I have read about the problem for the last 5 years or so. The fix involves one little push of an unseen button to make it work.[Personal Information Removed]

Cannot resize my copies anymore. It has worked for years and now the options to resize are no longer there. I see hundreds of people with the same problem but never a fix. When you select resize from the printer windo it goes to 100% whith no arrow in the lower right corner to select another option so I can' reduce the size of my copy.

I have a real solution to the problem of being unable to resize a copy on a HP Officejet 8600 printer. i have seen this problem described for 5 years on this forum with no solution given. The problem is you used to be able to press resize on the printer and it would show 100% with an arrow on the lower right of the screen that let you go through a number of options. All of a sudden there is no arrow and when you press the 100% icon it picks that and goes back to the previous screen. No way to down size or up size your document. I have discovered the solution and it is really neat. and maddening. the program has evidently been redesigned and it not only works but does it in a much better way. All you have to do is activate it. If someone from HP will contact me I will tell you how to do it and you can put it out to the rest of the community. I don't know if I can retrieve your answer from this forum so if anyone from HP cares to answer me use my email address which you should have from my registration for this forum. Or if anyone else in the community is still interested in the solution to this   problem you can enter something in this forum and i will give you the answer.

When you push resize, when you are trying to increase or decrease the size of the copy, you get a screen that says 100% and a check mark that selects that size. There used to be an arrow in the lower right hand corner of the screen that when you pushed it it would take you to the next option and then the next etc. Now there is no arrow and no way to advance to the next option. However if you push on the black plastic about an inch to the right of the screen half way between the top and bottom of the screen the screen will advance to the next option and the next option etc. The problem is the program never lights up the arrow! Also when you get to the last option, which is the custom size option, the dial keyboard is displayed and you can just key in the percentage you want without having to hit the little up arrow 50 times to get to 150%. The whole problem is that HP programmers didn’t light up the arrow light.

I think there is a different issue here, it would appear the right arrow touchpoint is not illuminated on your touchpad.  I first tested this on the Officejet Pro 8600 Plus I used daily and could not reproduce what you are saying, so I got out a spare Officejet Pro 8600 unit and checked it.

On my 8600 when I go to Copy, Settings I see the Home button in the upper left, the back button in the lower left and the scroll right button in the middle right.

Scrolling to Custom size I see all the buttons above as well as a scroll left button in the middle left.  Pressing the scroll right button brings up the keypad where scroll amounts can be entered directly.

It appears to me that your "scroll right" touchpoint is not being illuminated in any case. Do you ever see the scroll right triangle illuminated?  This could be caused by a failed LED or perhaps a cabling connection issue.
