Seems like since the February Windows Update, PC TO SCAN started causing my Browsers, Firefox or Chrome, to momemtarily freeze while in normal use. I started checking Task Manager and saw that PC TO SCAN was using high CPU usages causing the problem. I ended the task in Task Manager for both.
I have my 8630 Printer connected via USB and Wireless, thus I have two episodes of PC TO SCAN on my computer that starts up when I boot into Windows automatically.
In the past, I had really no issues with PC TO SCAN except it would stop working by itself but no freezing issues. Now I needed to delete from my computer Start-Up using CCleaner so that both PC TO SCAN would not start and run.
Otherwise my Officejet Pro 8620 works as advertised. I was wondering if anyone else has had a similar problem lately.

Ran Malwarebytes, Spybot & Mcafee. No malware or viruses found.
Need to clarify something in my original post. When I mentioned High CPU usage this included the Browser's (FF or Chrome) own CPU usage which, in my case, could go from 14% up 50% or 60% depending if I am using Flash or viewing a video. But when PC TO SCAN becomes activated, it shows anywhere from 11% up 20% when it is running. Because of this being activated the CPU goes to such a high load that it causes the Browsers to freeze. When I click on the mouse anywhere on the screen, the entire screen turns slightly white and frozen until the CPU load goes down far enough to continue it proper operation.
I don't know why PC TO SCAN is even active when I am using my Browsers especially when I am not even printing anything.
So far, since deleting PC TO SCAN from starting, I haven't had any more issues of freezes. So I will leave it like that unless it affects my printing in the future. Seems like it is working since I am able to scan from the PC directly. Only when it Pre-starts in the Start-up menu do I have a problem with it.
It seems like something in Windows Update in the past month or two has changed the way Windows prints or scans from the PC or there is some sort of compatiblity with the PC TO SCAN when it automatically starts up.
Thank you for your input. It has been informative. Your first comment is very useful to completely delete all traces of the Printer from Windows which I made a copy of for future reference.

Is the copy working fine?
If the copy is working fine, Run HP Print and Scan Doctor to fix scanning issue.

If the issue persists, I recommend you delete the driver at the root level and Install the drivers, follow the steps below:
Remove the USB if connected
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers

Thanks for the quick reply.
I ran HP Doctor 5.2 for both Print and Scan and everything came out good. I am able to scan from the Printer to my PC using the Printer's Menu under "Scan" .
Needed to restart my computer and made sure "SCAN TO PC" wasn't started. From what I can tell, My printer is working fine from the PC HP printer software and from the Printer itself.
The PC is able to communicate with the Printer and vice versa. So I don't know what the purpose of "SCAN TO PC" is used for when it starts up with Windows.
All I know is since I deleted it from my startup menu, I don't have anymore Browsers freezing for a few seconds intermittantly. Plus I haven't seen any printer issues occur, so far.
Like I mentioned, this started after Windows update in February, but not sure. "SCAN TO PC" never really worked correctly in the past, in the respect, it used to turn itself off in the Windows Taskbar intermittantly.
What is the purpose of "SCAN TO PC" ?

If you have enabled scan to computer, Whenever you turn on your computer the scan to computer will initialized automatically.
Other solution will be to turn off Scan to computer.
