Any of above options does not require any internet connection to install.
What exact error message or behavior are you seeing when trying to install or use the printer?

Somthing like "internet connection not found"

Please download and use below software, there are several options on the page you mention and this is one of them:
https://ftp.hp.com/pub/softlib/software13/printers/DJ5200/DJ5200_Full_WebPack_44.4.2679.exe
If the issue remains using this specific installer, please include an EXACT error message or a screenshot of the error, it might be just the product registration part upon actually completing the installation.

The download is a bin archive not an exe. Although it states exe.
"https://ftp.hp.com/pub/softlib/software13/printers/DJ5200/DJ5200_Full_WebPack_44.4.2679.exe"
I have been extracting the bin archive and loading from setup.exe.

Problem solved.
I have been downloading from my Android tablet.
Even though I have changed the OS from Android to Windows, apparently it was not being recognised.
Downloading from my othe PC solved the problem. Now I have an exe not a bin.
Thanks for the help.
