Usually the QR code is for a smartphone to scan for setup information.  Chose another setup method.   Is this a first time install of a new printer?

if it is stuck on that code every time it is turned on then perhaps reset will help

Watch this video to see how to reset your printer: Wi-Fi reset. factory reset

Let me know what happens.

By following the factory reset guidance video which you sent, I end up stuck at the same place (as shown at the 2:30 mark of the video).  No matter what I do or how long I wait, I cannot go beyond that screen.  Thanks for trying to help; I need and would appreciate the next step to get to the home screen or even the next screen as shown at 2:26 of the video.

What caused this?   Is this a setup for a new printer?

Contact the warranty support if the printer is in warranty.   If not in warranty then use the warranty on the ink.

Service or replace your HP product.

Go to Contact HP Customer Support to schedule a product repair or replacement.

Did you try scanning the QR code?  The menu states "scan ... to continue printer setup".

If you scroll down can you see the rest of the instructions?  If you cannot scroll down then the display is frozen and there is a hardware problem.

What happens if if you scan the QR code ( ie: smartphone or tablet)

Looking at the video it appears the printer takes a while to examine the cartridges and verify they are genuine.  Please check the cartridges (and printhead) for debris such as glue or tape residue that might block the communications.  Clearly it is trying to examine the ink.

Connect it to the router with an ethernet cable.  Possibly it is trying to phone home.  This is a guess but some printers need an online connection to work.  Those are the "plus" printer but possibly it is trying to verify something,  report a problem, of obtain a firmware item.

Thanks for your continued help.  Please bear with me as I tell the longer story behind this current problem.

This is a relatively new printer (still over a year left on its warranty) which had been working fine up until a few days ago.  It is connected both by wi-fi and ethernet cable.  Just after printing a document from an email attachment, I went to do the same from another email and it would not print.  I opened HP Smart and it advised that I needed to finish setting the printer up (?); this after months of use.  I dutifully followed instructions to do so but got nowhere so thought perhaps I needed to reset the printer.  I went to the printer menu (via the printer's control panel) and selected "factory reset" which led me to the QR code page shown at the 2:30 mark of your reference video.  As I am 78 years old, I do not possess a smart phone, hence went to the link shown on that QR code screen and followed the steps given.  As the printer is not out-of-the-box new, the paper and ink steps were quickly satisfied but then the printer control screen got stuck at "preparing..." ahead of the alignment step and times out after 2 hours.  I've tried shutting the printer off, unplugging the power, then reconnecting it.  The printer automatically turns on upon power restoration, then goes to that QR code page and there is where I'm stuck, with the blue light blinking.  If I go to the HP startup page I get stuck back at the "preparing..." screen ahead of the alignment step in the infamous do loop.  And again, when following the guidance in the video you graciously sent, after selecting 'English' and 'United States', I am right back at that QR code page, again.  If I could get past that to the printer control panel home page, I might be able to print again...or has the printer somehow conked out?  I can hear the carriage moving so it seems OK mechanically, just the software seems hung up.  I thought about contacting HP support but given that it's a weekend and yesterday was a holiday, I hoped to muddle through on my own with help from folks on this forum.  If you've no other suggestions, then I'll have to wait until Monday.

HP printer (or any network printer), to the best of my knowledge, cannot be connected to the internet over Wi-Fi and simultaneously via ethernet.  It will cause ip conflicts and routing loops.   USB cam be used with WiFi or ethernet.

I've come to the conclusion that my four-month-old printer has crapped out, alas.  HP Smart tells me that I'm not connected to the internet and gives me two options to do so: wi-fi and ethernet cable (when one doesn't work it suggests trying the other; no indication of either/or).  Both don't work, which is why (I think) I cannot get past the startup 'alignment' step after the factory reset.  My wi-fi signal is present and works on laptops and i-pads throughout the house, so the signal is strong.  The printer previously worked with the ethernet cable connected and nothing has been changed in that regard.  It seems like the printer somehow (software?) has lost its ability to connect with the net.  I'll try to contact HP support and see what they think and hope they can fix it online although those chances seem slim and none if the printer won't connect.  Will close the loop with you when a final determination is made; thanks again.

OK, thank goodness, the printer is back up and running.  I chatted with HP printer support on Monday and they had me do a lot of power down/reboot/reset stuff but nothing worked.  Finally, they told me they'd connect me to their "specialist support team' which turned out to be Cyber Help Tech Solutions.  They had me let them onto my PC and they showed me that my PC had somehow been degraded (anti-virus not strong enough) and they found that some printer file had been turned off/lost.  They managed to reset/replace it and - VOILA! - the printer is back to 100% again.  Sorry, the Cyber Help folks were whizzing through things so quickly, my head was spinning so I can't give a more detailed recap.  Suffice to say: all's well that ends well!  Shoutout to Beemer for taking the time to try to help; much appreciated!

If everything seems to be working then you should create a Restore Point. An image or file backup might also be useful as a last resort to recovery.
