After installing my OfficeJet 5200 series printer, a message displays saying "printer driver is unavailable" and my printer is not usable.

I do not have a 5200 printer and do not know what you have tried. I recommend you remove the driver using the windows command prompt. I assume you downloaded that driver I provided earlier.
Run the following app from the command line
printui /s |
Select the printer or printers and remove them. If you see "copy1" and "copy2" etc, the remove all copies of that printer.
Then click add the printer back in
If the printer cannot be found then it i not online. let me know if that is the problem.
Check for on-line by getting a printer network report. The PINs and Passwords should show up. Here is the important stuff from a typical printer report. The password shown in WiFi can be the printers PIN or the modem's password depending on how you connected to the modem. The printer can have two bands but the only one that is connected will show up.

I've reinstalled the printer using every method mentioned in all the "issue resolution" steps I've been able to find. This issue persists no matter what I do. Please send a response with steps that will solve this problem.

Where will I find the driver you said you provided earlier? When I've tried to locate it myself on "https://support.hp.com/us-en/drivers/printers" the page will not load and I get the big "Sorry" message.
I followed your last set of steps and was able to remove the HP printer drivers. I then re-added the printer under Printers & Scanners on the Settings page. The printer was added but again it says "Driver is unavailable" below the name of the printer.
When I run the "printui /s" again now I do not see any HP drivers in the list.

I got it to work using the executable download named, "Full_Webpack-44.9.2759-OJ5200_Full_Webpack" but just FYI, the install did not fully complete. It presented an empty pop-up window and I had to exit the process before it completed but the printer was installed and is now working. Thanks for the help.

Yes, that is the full feature November 2021. I was unable to find anything newer other than diagnostics and firmware.
Before doing any printer firmware update you should read the fine print of the firmware release
