I’m trying to re-install my printer, but the disk is for Windows 7, and now using Windows 10. Can I use it to reinstall? My computer isn’t showing this printer anywhere?

You are welcome.
Unless there is something inherently wrong with the network or the printer, in general at least, there is not a reason the printer software cannot be installed. That means, the software is compatible with the Operating System and with a standard wireless network setup.
True >> "the software is in the downloads" without any further information (details, error messages, failure points), leaves it nearly impossible to know what to offer as next steps.
If you decide to try again...
Some "no information available" suggestions:
Restart everything, including the router that controls the network.
Next,
Set the printer back to network defaults
Open User Guide > Page 7
Restore network settings to default settings.
1. Press the Wireless button to access the Wireless Status menu.
2. Press the button next to Settings to access the Wireless Settings menu.
3. Select Restore Defaults.
4. Confirm selection to restore defaults
Next,
Install the software --
Watch for places where the installation stalls, fails, or produces an error message
Should you find anything that might help narrow down the reason for the failure to install the software, post your results.
Yes, ink is expensive -- there is no argument there.

No, the Windows 7 printer installation disk is not for using with Windows 10.
Full Feature Software / Printer Installation Package / Download and Save
HP ENVY 4500 e-All-in-One Print and Scan Driver and Accessories
Basic Instructions - Install the Full Feature Software / Full Driver printer software
Preparation
- If the printer software is still / already installed, Uninstall the printer software from Control Panel > icon view > Programs and Features > Restart the computer and log in – Reference Uninstall HP printer software and drivers
- After the printer software is uninstalled, check that the printer is not still lurking in Devices and Printers. If the printer is listed, Right-Click on the printer and "Remove" > Restart the computer and sign in.
- If using VPN, shut it off to install software. NOTE >> If you don’t know what this is, you are not using a VPN – ignore this part.
- Reminder: If using USB cable between printer and computer, disconnect the cable before installing software. Later... Connect the cable when instructed (near the end of the installation procedure).
- Observation: It is possible (assuming your Wireless Network is stable) that using a Wireless connection to install the printer software might work better than using an Ethernet Connection. Personal choice - the Wireless connection method is recommended when you face insurmountable issues installing the software.
Installation
- Download and Save the Full Feature Software installation package or the Easy Start Software
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Right-Click on the installation package and “Run as Administrator”
- If using a printer USB cable between the printer and the computer, connect the cable when instructed (near the end of the installation).
- After the software is installed, Restart the computer and log in
If using Easy Start
- Skip any extra software / offers you do not want – Wording varies as does the number of times you have to “skip” or opt-out of various options.
- When asked, opt for "Full Software and Drivers" (exact wording might vary).

- If, after the Full Software and Drivers option is selected, the installation terminates (suddenly stops and disappears – never comes back): Open your Downloads folder > Look for and Right-Click on the full Web installation package and “Run as Administrator”

Thank for your assistance and appreciate your quick response. I tried all the information you provided to get my printer back up and running but to no avail. The printer isn't showing up on my Windows 10 computer in the settings, device manager, nor in programs and features. The software is in the downloads. So, I do believe at this point it's a lost cause to keep trying to get the printer connected to my network. I believe it's done, which means I need to buy a new one, but not sure if I want another HP, as this is the second one I've had to buy and the ink is incredibly expensive.

I want to sincerely thank you for all your assistance in my printer problem. Thank you for giving me one more try, which I followed your instruction and SUCCESS! My printer is now active, and I am so very appreciative. I was online today looking for a new printer and decided to go out tomorrow and check a couple out. Apparently, it was the Router. I did not try that before. (Dumb). Usually that's the first thing to try. The wireless blue light is no longer flashing, the printer says Envy 4500, but why do I not see the actual (my printer) in devices? It just shows a white printer and check mark. I do not see my printer pictured. It's ok though. I printed a couple items, and they printed just fine. Thank you so much.

Might want to consider a new router, too. Smiling.
Routers do become outdated and older routers might be weaker than what is ideal to anchor your network needs.
A really good router is not cheap -- it can be worth the investment.
The odd looking "White Printer" is actually an icon for the HP Smart Printing driver.
What?
HP Smart Printing is not a physical printer - it is a driver option that, when installed, is added to the Printer list
Use of HP Smart Printing is optional.
HP Smart Printing provides a modern GUI (interface) that can be used to print documents, PDF files, and images / photos.
Now that the Full Driver printer software is installed, you can change (assign) your Default Printer.
Preparation > Check / enable the printer as the “Default Printer”
Windows 11
Settings > System > Bluetooth & devices > Printers and scanners
Scroll down > Switch OFF Let Windows manage my default printer
Scroll up > Select (Left-Click) your printer from the list of printers > Set as Default

Again, thank you for all your great assistance getting my printer back connected and showing in my Devices! BTW, the router isn’t mine…I bundle my computer, tv, phone, etc. with Comcast. I don’t think there is nothing wrong with same, but thanks for the heads up in case I have another problem. Love my HP printer😊
