HP Smart will not scan!  says there is a scanner problem.  chatting with virtual assistant goes nowhere!  In reviewing printer settings, the Preferences for Country/Regopm  shows Ukraine and the setting cannot be changed.

Getting frustrated.

Okay,  when all else fails, reboot!

I turned the printer off, waited a few seconds and then turned it on.

I was then able to scan.

Then, I went to printer settings and was able to change from Ukraine to United States.  I exited HP Smart and started it again to verify the change had been made.

So, when all else fails, reboot!

This case is closed, though I fear my head-ache will continue.
