I'm helping a friend set up his printer, and when I turn it on, it tells me to use New cartridges, which I install. Once the printer initializes, it tells me to put in the startup cartridges. I do that, and I have an infinite loop with these two errors.

I understand your HP OfficeJet Pro 9015e keeps looping between “use new cartridges” and “insert startup cartridges” during initialization. Let’s go through a few steps to check what could be causing this.

Verify the type of cartridges being used
The OfficeJet Pro 9015e requires HP Setup (Startup) cartridges during first-time initialization.
Regular retail cartridges or Instant Ink cartridges will not complete initial setup.

Confirm the startup cartridges are correct for this model
Check that the cartridges are labeled “SETUP” and match the 9015e cartridge series.
Using setup cartridges from a different model can cause this loop.

Do not mix cartridge types during setup
Only install the startup cartridges until the printer fully completes initialization.
Installing regular or Instant Ink cartridges before setup is finished will trigger repeated errors.

Perform a full power reset
With the printer turned on, unplug the power cord from the rear of the printer.
Wait 60 seconds, plug it back in, and allow the printer to restart fully.

Clean cartridge electrical contacts
Remove all cartridges and gently clean the copper contacts with a lint-free cloth.
Reinstall only the startup cartridges and close the access door.

Check for region or firmware lock
If the printer was previously used or set up in another region, it may reject cartridges.
This can cause the printer to alternate between cartridge prompts even when cartridges are new.

Complete setup using HP Smart
Install and open the HP Smart app and follow the on-screen setup instructions.
The printer must finish setup before switching to Instant Ink or standard cartridges.
