HP ENVY Inspire 7220e All-in-One Printer

Printer touchscreen will not turn off even when settings are showing time out / power off schedule. 

I've tried reset and full factory reset and no improvement. So it's on all the time.

Here are some additional steps you can try to troubleshoot the problem:

 

Firmware Update: Make sure your printer's firmware is up-to-date. Sometimes, firmware updates can fix bugs or issues with the device's functionality.

Check Power Saving Settings: Double-check the power-saving settings to ensure they are configured correctly. Sometimes, settings may not apply properly due to glitches or conflicts.

Hardware Inspection: If you're comfortable with it, you could also try inspecting the hardware connections to ensure everything is properly connected and there are no loose connections that might be causing the touchscreen to stay on.

Temporary Workaround: As a temporary workaround, you could consider covering the touchscreen with something opaque when you're not using it to prevent unnecessary power consumption.
